Silicon Valley is the center of innovation for the U.S. "Failing fast", working "lean" and "iterating" are business terms that have migrated from the startup world to the world of business -- and even government. But the way government does its work or interacts with citizens is not always conducive to quick "disruption" or sudden shocks.
